Director, Facility Planning, District Construction & Support Services


Rancho Santiago Community College District

Direct, administer and supervise the planning, design, bid preparation and construction execution of a wide array of projects and activities concurrently; assure projects are in compliance with district standards applicable laws, codes, rules and regulations; supervise staff, consultants, programs, construction and support services to ensure projects and activities are delivered in an effective, timely and responsible manner; interface with contractors or other professional consultants to resolve disputes through proper communication, negotiation and contract conformance review; assist in developing and implementing procedures and business practices related to facilities planning, design, contracting, bidding and construction, safety, fiscal budget management, cost controls, scheduling and other project management or department tools as needed; establish and evaluate district standards for materials, equipment, systems, and or other as deemed appropriate and necessary; review, develop, monitor and administer a variety of professional consultant, vendor and contractor contracts and assure compliance with provisions outlined in contracts; advise the Assistant Vice Chancellor on Board agenda items and management issues affecting the department and or projects; review systems and information to determine best practices, best products and applications as well as other technologies that may maximize the efficient use of resources.

Executive Director - Bond Programs

Under supervision of the Assistant Superintendent/Vice President of Business Services, the Executive Director, Bond Programs assists in the management, supervision, and executing of all engineering, design, and construction projects required to support the bond construction program of new constructions and renovation projects for the District.

The incumbent, under minimal supervision, will have regular and ongoing responsibility for providing advice and making recommendations on architectural/engineering design and construction projects. The incumbent will work with the Bond Work Group (BWG) on project prioritization. To evaluate, plan, organize, and direct the construction, modification, repair, maintenance, utilization, and operations of the buildings and grounds, including classrooms, laboratories, offices, athletic and recreational areas, landscaping, parking lots, and other facilities of a complex community college. Manage day-to-day maintenance and operations of buildings and grounds; transportation and vehicle maintenance; facility planning and construction, including new buildings and modification/improvements and repairs and maintenance (scheduled/deferred and preventative) of existing buildings; sustainability programs; environmental compliance, hazardous materials, and safety programs; building management systems, including mechanical system controls and software to effectively manage work orders and facility scheduling; facility utilization, including instructional efficiency and community use; coordination of facility technology requirements; training, supervision, and evaluation of assigned personnel; division resources and budgets; compliance with District policies and applicable local, State and federal regulations. The Director of Energy & Engineering serves as the university's senior engineering authority for campus energy systems, utility infrastructure, and engineering operations. Operating with a high degree of autonomy and seasoned professional judgment, the Director provides strategic leadership across energy management, engineering design, capital renewal, utilities operations, and sustainability initiatives.
This role oversees a multidisciplinary team responsible for the safe, reliable, and cost-efficient operation of the campus utility enterprise—including the Central Heating & Cooling Plant, Thermal Energy Storage facility, high-pressure steam and condensate systems, chilled water distribution network, and potable water systems. The Director ensures these systems meet stringent standards for safety, efficiency, regulatory compliance, resilience, and long-term asset stewardship.

Executive Director Facilities Maintenance, Operations and Engineering

Cal Poly - San Luis Obispo

Under the general direction of the Vice President for Facilities Management and Development, the Executive Director of Facilities Maintenance, Operations and Engineering independently leads Facilities Maintenance and Operations and aligns with Facilities Planning and Capital Projects to ensure infrastructure standards are maintained, sustainability and decarbonization goals are achieved, and total life cycle costs are optimized. The Executive Director is responsible for achieving organizational goals and ensuring long-term effectiveness by leading and developing the operational management team, their staff members, and a $25 million budget. This position serves as an exemplary leader to develop and maintain an excellent working relationship with FMD employees, campus constituents, and community stakeholders as well as select regulatory and city/county/state agencies.

Senior Sustainability Program Lead

San José State University

Under the oversight of the Senior Director of Energy, Utilities & Sustainability, the Senior Sustainability Program Lead leads campus sustainability data collection, analysis, and reporting, and champions efforts to align sustainability goals with organizational capacity across divisions and departments. The Senior Sustainability Program Lead oversees campus reporting for the AASHE STARS rating program and collaborates with FD&O leadership to analyze performance, develop measurement strategies, and recommend interventions to advance sustainability goals. Working with campus leadership, the incumbent supports sustainability planning, engagement, and the development of administrative directives, procedures, and standards to ensure compliance with evolving sustainability requirements.

Director of Facilities Planning and Construction

Santa Monica College is currently undergoing one of the largest new construction developments in its history, and is seeking a new Director of Facilities Planning and Construction to lead the charge in its endeavors. In this capacity, the incumbent will be responsible for overseeing District-wide facilities planning, design, and construction activities for a multi-campus college, which includes substantial responsibility for monitoring, directing, and evaluating the work of multiple independent construction firms.

Principal Energy Engineer (Cal Poly Energy, Utilities & Sustainability)

Cal Poly - San Luis Obispo Campus

Under the supervision of the Director of Energy, Utilities & Sustainability, the Principal Energy Engineer provides campus leadership related to the optimization, planning, design and commissioning of energy systems, including the campus central heating and cooling plant and two satellite heating plants. The incumbent will manage the DEEP Energy Fund, a green revolving fund, designed to drive cost-effective investments in building HVAC and lighting systems. The incumbent will develop and manage a small trade shop focused on energy optimization of building heating, ventilation and cooling (HVAC) and lighting systems, and will serve as the campus lead on all Building Automation System expansion efforts, including managing vendor relationships.
